Admissions Steps

The Blinn College District is only eligible through SEVIS to issue I-20’s to F-1 Visa applicants and students. Other visa types may enroll, but may have specific requirements and restrictions.

Students can now submit admissions items via their myBLINN portal under the Admissions Forms icon. Some documents are temporarily being accepted via the portal due to the global health crisis, but official documents will be required once the student arrives for the start of the term. Printable Admissions Checklist

New F-1 Students

Students who do not currently have a visa but are seeking the F-1 visa to study at Blinn College in either the associate or career/technical applied science degree programs. Applicants applying from their home country typically fall into this category. This also includes students that previously had an I-20 but it is no longer active.

  1. Blinn College Application (Apply Texas):
    Submit the Apply Texas Application for the term for which you wish to receive your I-20. Make sure the name on your application matches the name as it appears on your passport.
  2. Confirmation of Financial Resources
    Students must be able to guarantee that they currently have the funds available to cover the cost of one academic year. These documents cannot be accepted via email or fax. J-2 visa holders may turn in their DS-2019 to complete this requirement.
  3. English Proficiency Test Scores:
    All students must meet minimum English proficiency requirements. We accept either TOEFL or IELTS Academic scores. We do not accept Duolingo or the TOEFL Essential Test.
    1. Test of English as a Foreign Language (TOEFL) Academic Test only -

      Minimum score requirements:

      Internet-based (IBT): 61 or higher
      Computer-based (CBT): 173 or higher
      Paper-based (PBT): 500 or higher

Transfer F-1 Student

Students who are currently enrolled at another U.S. institution and have a valid F-1 student visa. This also includes students transferring directly to Blinn from an authorized English language institute (ELI).

  1. Blinn College Application (Apply Texas):
    Make sure the name on your application matches the name as it appears on your passport.
  2. Confirmation of Financial Resources:
    Students must be able to guarantee that they currently have the funds available to cover the cost of one academic year. These documents cannot be accepted via email or fax.
  3. English Proficiency Test Scores:
    All students must meet minimum English proficiency requirements. We accept either TOEFL or IELTS scores (see information above in New F-1 section). As a transfer student, you may meet certain exemptions. We must receive official U.S. college transcripts to determine exemptions.
  4. Texas Success Initiative Assessment (TSIA):
    Students will need to have their skills in Reading, Writing, and Mathematics assessed prior to enrolling in college-level coursework at Blinn. Students may be exempted from taking all or parts of the assessment. Visit the website for exemptions. Students who have completed an authorized English language institute (ELI) may take the TSIA through Blinn’s testing center or another Texas Institution of Higher Learning.
  5. Transcripts:
    Official transcripts from all previous colleges/universities. If a foreign institute, students must submit an official university transcript and certified English translation.
  6. Copies of Immigration Documents:
    • Passport- biography page
    • Visa- current F-1 visa stamp
    • I-94- can be printed electronically at  https://i94.cbp.dhs.gov/I94 
    • Current I-20
  7. Proof of Bacterial Meningitis Vaccination:
    Your name and date of birth must be included on the record. The shot must have been taken within the last 5 years. Individuals 22 years and older are exempt.
  8. Transfer-in Form:
    Students must print the Transfer-in form and have the DSO at their current institution complete and submit it to Blinn to officially transfer the SEVIS record between schools. You will receive a separate acceptance letter from the International Student Program office once you have completed all admissions requirements.  If your current school will not release your SEVIS record without an acceptance letter, notify the International Student Program Office.
  9. $200 Non-Refundable Application Fee:
    Students will be sent an online link via email once all other admissions items are complete.
  10. Mandatory International Student Orientation Registration:
    All new and transfer international students are required to attend the International Orientation. Follow the link above to fill out the registration form.
  11. I-20 Finalization Form:
    Once students have completed all admissions requirements, they will receive an email to complete the finalization form in order to issue the I-20 .

Co-Enrolled International Student

International students with an unexpired I-20 who wish to take one or more courses at Blinn College while remaining in full-time status at another college or university.

  1. Blinn College Application (Apply Texas)
  2. Co-enrollment or Summer Enrollment Permission:
    Written authorization from the institution which issued the I-20. Students should consult with their current International Advisor for details on how to obtain authorization. This must be submitted each semester for which the student intends to take courses.
  3. Copies of Immigration Documents:
    1. Passport - biography page
    2. Visa - current F-1 visa stamp
    3. Current I-20
  4. Transcripts:
    Official transcripts from all previous colleges/universities and Certified English Translation.
  5. Proof of Bacterial Meningitis Vaccination:
    Your name and date of birth must be included on the record. The shot must have been taken within the last 5 years. Individuals 22 years and older are exempt.

*TSI scores are typically provided on an official transcript. Students are encouraged to check with the institution issuing the transcript.

Other Visa Type: International Student

International students who hold a different visa type beyond F-1; such as F-2, E-2, J-2, H-4. B-visa holders are not able to enroll under a B-visa designation and must change to a different visa designation prior to enrolling in classes. Each visa type may have specific restrictions and regulations depending on the nature of the visa, contact international@blinn.edu for more information.
